Tax Assessor

In compliance of N.J.S.A. 54:3-16, 54:4-23 and 54:4-26, the Tax Assessor operates under the guidance of the Director of the Division of Taxation and the County Board of Taxation. Although funded by the municipality, in the performance of his or her duties the assessor is under the jurisdiction of the Essex County Tax Board and NJ State Division of Taxation and not the local Township.  It is the job of the tax assessor to locate, identify and value all real property in the Township for assessment purposes. The Tax Assessor is responsible for the preparation of the annual assessment list for filing with the Essex County Tax Board and maintains records of every parcel of assessed or tax exempt property in the Township. In addition, the Assessor's Office maintains an up-to-date Tax Map and records all changes to the map. The Tax Assessor also oversees the processing of all deeds recorded in the Township, monitors all sales for the sales ration study,  reviews and approves all qualified Senior Deduction applications,  Veteran Deduction applications and Disabled Veteran Exemption applications in addition to all Initial and further Statement applications as well as Income and Expense Statements. The Tax Assessor office also manages all Added and Omitted assessments as well as appeals.

Chapter 75 Postcards
As required by law Chapter 75 Postcards are mailed to property owners typically at the end of January. This statutory requirement is intended to inform property owners of their assessment for the current tax year. If a property owner does not agree with their assessment, they may confer with the Municipal Assessor, or file an appeal. Anyone wishing to appeal their assessment may obtain an appeal form from the Essex County Board of Taxation, 50 South Clinton Street, East Orange, NJ 07018. The Essex County Board of Taxation can be reached at: (973) 395-8525.

Once the official tax list is filed in January of each year assessments cannot be changed unless an appeal is filed and a judgment has been issued from the Essex County Board of Taxation or the Tax Courts of New Jersey indicating a reduction.

In conjunction with the Belleville property revaluation (or “reval”) recently ordered by the Essex County Board of Taxation, below are several related documents explaining the process.   

To assist with the reval, Professional Property Appraisers, Inc. (or PPA) has been authorized by the Township of Belleville to inspect properties within the Township to collect data necessary to establish your 2019 Revaluation Assessment.

When any of the employees of Professional Property Appraisers, Inc. (or PPA) arrive at your home, they will be bearing an official letter showing they are a a bona fide field representative of Professional Property Appraisers, Inc. (or PPA) and are inspecting on behalf of the Township of Belleville. PPA field representatives will also carry and display an official ID badge.
