The Essex County Home Improvement Program provides deferred payment loans to low and moderate-income homeowners occupying a 1 to 3 family home for the purpose of housing rehabilitation. The Division of Housing and Community Development will make a zero interest loan in the amount of assistance required for the rehabilitation work to the homeowner.  If after ten years the home has not been sold or title has not been transferred, the loan will be forgiven and the lien removed. The loan must be repaid in full if the home is sold or title to the property changes within ten years from the date of the loan.
