Health Department

The Belleville Health Department strives to protect, preserve, and promote the health and well being of all Belleville residents. The Health Department consists of our Environmental Division, Vital Statistics Office, Nursing Division, Senior Citizen Transportation Service, Health Education, and Animal licensing.
Health Department Programs & Services
Annual Animal Licenses
- Annual renewal of animal licenses takes place between January 1 and March 31.
- Animal Licenses Renewed after March 31st - a late fee of $5 must be added to the license fee or it will not be accepted.
- The Dog/Cat License form can be downloaded by clicking on the link in the left margin of this page.
WE MUST SEE A VALID RABIES CERTIFICATE IN ORDER TO PROCESS YOUR ANNUAL LICENSE.
Annual Fees are:
Neutered dog – $11.20 Non-neutered dog – $14.20
Neutered cat – $8.00 Non-neutered cat – $11.00

Dial-A-Ride
Dial-A-Ride: 973-450-3402
- Service is available for Belleville residents 60 years of age and over and disabled adults age 18 and over.
- Local transportation for medical appointments, therapy, supermarkets, and to Senior Center social events, outings, and clubs available.
- Appointments must be made 24 hours in advance.
Notes: Dial-A-Ride is not an emergency or medically-supported/equipped transport service. Please call 9-1-1 if there is an emergency or an appropriate ambulance service for medically-supported transportation.
Driver’s may escort passengers from exterior door to exterior door and may assist with bags of reasonable weight. Please note there is a two bag maximum on food bus.

Environmental Division
- Public Health Complaints
- Conduct Retail food establishment inspections.
- Public Bathing inspections.
- Tattoo and Body Piercing inspections.
- Lead inspections.
- Provide free rabies immunization for cats and dogs.
Health Education
- Provide food handler training and information for Retail Food Establishments.
- Issue press releases and provide information on various health issues.
- Provide Community health programs.
- Provide referrals.
- Conduct annual free women’s and men’s health screenings.
NJ’s Special Needs Registry for Disasters
N.J. residents with special needs are encouraged to add their personal information to the Special Needs Registry. The information provided will be shared with emergency response agencies so that responders will be better equipped to serve registrants in the event of an emergency. No one else will have access to the information. Simply dial 211 to register or visit the website at Register Ready NJ.
Nursing
- Provide visiting nursing service to the elderly and housebound.
- Provide free immunizations to children without health insurance from infancy to age 18.
- Flu shots.
- Blood pressure screening.
- Provide referrals.
- Conduct annual free women’s and men’s health screenings.
Vital Statistics
- Maintain records and provides certified copies of birth, death, and marriage certificates with the Township of Belleville.
- Issue burial permits and marriage licenses.
- The Vital Statistics form can be downloaded under Forms section.
WIC (Women, Infants, Children) Program
Anyone interested in WIC can contact either the East Orange WIC program at 973-395-8960 or the Montclair WIC program at 973-509-6502
- Provide nutrition information and food for pregnant/breast-feeding women, infants, and children up to age 5.
- Provide referrals to N.J. Family Care for health insurance.
- Assist with distributing Holiday Toy Drive and Food Baskets.
